About the Symposium
Federalism is a form of government in which powers are divided between Centre and State governments. As stated in Article 1 of the Constitution, India is a Union of States. The structural and functional arrangements between the center and states have been mentioned in the Constitution in detail along with the jurisdictions, powers, and functions of the Union and the State Governments. It has also spelled out in detail the legislative, administrative, and financial relations between the Union, States, and local bodies. Cooperation between Union and States and between the States is envisaged through various formal and informal mechanisms as specified in the Constitution of India. For instance, Article 263 of the Constitution has provided for the setting up of an Inter-State Council for investigation discussion and recommendation for better coordination of relation between the Centre and States. To expedite the process of India’s social and economic development, the Government of India has set up the National Institution of Transforming India (NITI Aayog). The Aayog is headed by the Prime Minister with its Governing Council comprising of Chief Ministers of all the States and Lt. Governors of the Union Territories. This symposium seeks to explore the various dimensions of federalism in the unprecedented times of pandemic in India, It would also cover the topics related to magnitudes of Cooperative Federalism in terms of Fiscal Federalism, Centre-State relations and Dispute Management, and Role of National Education Policy 2020, etc.
